Levels of Understanding

	Knowledge	Experience	Resource Utilization	Supervision
Awareness	Working knowledge of the necessary laws or requirements or processes	0–1 year of prior job/field experience or practical exposure	Able to discern who or which department to call	Maximum level of supervision (of the process or task) required
	Minimal coursework or training completed (0-2 semester courses)	No experience in the planning/implementation process		Requires outsourcing of complete project or task
		No prior involvement in the completion of project deliverables
General Understanding	Intermediate knowledge of the necessary laws/requirements/processes	1–3 years of related job/field experience	Able to find appropriate resources to complete task	Some supervision required
	Some coursework or training completed (>2 semester courses)	Prior participation in the planning/implementation process		Requires partial outsourcing of project or task
		Prior involvement in the completion of project deliverables
Technical Proficiency	Intermediate knowledge of the necessary laws or requirements processes	1–3 years of related job/field experience	Functions as available resource to complete task	No supervision required
	Coursework or training completed (< 4 semester courses)	Prior participation in the planning/implementation process		Ability to complete entire project or task
