Respondents were also asked about perceptions of their communication with the agency with which they worked. Transportation Reviewers were asked about their communication with Resource agencies and Resource Reviewers were asked about their communication with Transportation agencies. The following questions comprised the communication questions for 2003 and 2006:

 

1.      Involved us early on in the process. (Resource only)

2.      Responded in a timely way to our requests.

3.      Invited our participation in key meetings.

4.      Kept us informed of their progress.

5.      Was open and honest with us.

6.      Was open to our suggestions or alternatives.

7.      Gave reasonable suggestions or alternatives.

8.      Gave clear explanations if they did not agree with our recommendations.

9.      Was willing to compromise.

10.  Had adequate participation at key meetings.

11.  Overall, there was a sufficient level of communication between the two agencies on this project.

 

Comparing data received in 2003 with data received this year, an evaluation of the overall perception of the communication between agencies, by both Resource and Transportation Reviewers can be estimated. In essence, the overall perception of the communication between agencies, by Resource Reviewers was higher than that of Transportation Reviewers. More interesting however, are the changes that occurred between specific regions.

 

·        Perception of the communication between agencies in one area by one group (i.e., Resource) did not necessarily reflect the same perception of the communication between agencies in that same area by their sister agencies (Transportation).

·        Among Resource Reviewers, Regions 2, 5, and 8 overall, rated the perception of the communication between agencies higher than other regions of Resource Reviewers. Transportation Reviewers in Region 5 rated the perception of the communication between agencies higher than other regions of Transportation Reviewers.

·        The largest change noted by Transportation Reviewers was in Region 2 regarding adequate participation in meetings by the other agency (from 37% to 69% top two box, a 32-percentage-point increase).

·        Among Resource Reviewers, the changes seen over time were less pronounced than among Transportation Reviewers.

 

 

 

 

Tables 4 and 4a show the percentage of Reviewers who agreed with the survey item listed for Resource and Transportation. Specifically, the tables show the percentages of respondents who &147;Somewhat Agree&148; and who &147;Strongly Agree.&148;

Resource: Large changes of more than 10% were seen among Resource Reviewers in Regions 2, 3, 6, and 10. Decreases in the top two box responses were seen in Region 7 (from 74% to 64% top two box, a 10-point decline). Large increases occurred in Region 2 (from 44% to 73% top two box, a 29-point increase), Region 3 (from 69% to 87%, an 18-point increase), Region 6 (from 62% to 74%, a 12-point increase), and Region 10 (from 49% to 73% top two box, a 24-point increase). Overall, Region 3 Resource Reviewers gave the highest top two box score with 87% saying their sister agency: Involved us early on in the process.

Transportation: Large changes of more than 10% were seen among Transportation Reviewers in Regions 1, 3, and 10. Decreases in the top two box responses were seen in Region 1 (from 69% to 50% top two box, a 19-point decline) and Region 10 (from 63% to 52% top two box, an 11-point decline). Increases in the top two box responses were seen in Region 3 (from 59% to 70% top two box, an 11-point increase). Overall, Region 5 Transportation Reviewers gave the highest top two box score with 76% saying their sister agency: Responded in a timely way to our requests.

 

Summary: Overall, Resource Reviewers indicated higher levels of agreement to Responded in a timely way to our requests than their sister agency Transportation Reviewers. The most divergent regions were 1, 4, 7, 8, and 9. Region 1: 50% of Transportation Reviewers indicated some level agreement vs. 63% of Resource Reviewers. Region 4: 68% of Transportation Reviewers indicated some level agreement vs. 79% of Resource Reviewers. Region 7: 52% of Transportation Reviewers indicated some level agreement vs. 76% of Resource Reviewers. Region 8: 61% of Transportation Reviewers indicated some level agreement vs. 81% of Resource Reviewers. Region 9: 47% of Transportation Reviewers indicated some level of agreement vs. 61% of Resource Reviewers.

Overall, Region 8 Transportation Reviewers gave the highest top two box score with 70% saying their sister agency: Invited our participation in key meetings.

 

Summary: Overall, Resource Reviewers indicated higher levels of agreement to Invited our participation in key meetings than their sister agency Transportation Reviewers. The most divergent regions were 1, 4, 7, 8, and 9. Region 1: 61% of Transportation Reviewers indicated some level agreement while 80% of Resource Reviewers within this region indicated some level of agreement. Region 2: 50% of Transportation Reviewers indicated some level agreement vs. 69% of Resource Reviewers. Region 3: 65% of Transportation Reviewers indicated some level agreement vs. 80% of Resource Reviewers. Region 5: 69% of Transportation Reviewers indicated some level agreement vs. 78% of Resource Reviewers. Summary: Nearly half of Transportation and Resource Reviewers involved in a EA FONSI and CE projects strongly agreed with the statement: Were open and honest with us; whereas only a third of reviewers on EIS projects strongly agreed with the same statement. Another interesting finding was that whereas only 39% of Resource Reviewers involved in CE projects strongly agree with the statement: The Other Agency Had Adequate Participation in Key Meetings, 58% of EIS project Resource Reviewers and 52% of EA FONSI project Resource Reviewers strongly agreed that: The Other Agency Had Adequate Participation in Key Meetings. Finally, the feeling that Overall There Was a Sufficient Level of Communication was higher for Resource Reviewers involved with EIS and EA FONSI projects, 33% and 41%, respectively, than that of Transportation Reviewers, 29% and 26%, respectively; whereas with CE projects the opposite was found. Only 22% of Resource Reviewers strongly agreed that Overall There Was a Sufficient Level of Communication and 42% of Transportation Reviewers strongly agreed with the same statement.
