Chapter VI: General Assessment by Reviewers

Table of Contents

Respondents were asked for their overall general assessment of the sister agencies with which they worked. Transportation Reviewers were asked general questions about the Resource agencies and Resource Reviewers were asked general questions about Transportation agencies. The following questions comprised the general assessment questions for both 2003 and 2006:

 

1.      Understands your agency&146;s mission.

2.      Cares about your agency&146;s mission.

3.      Is committed to doing quality work.

4.      Has competent staff.

5.      There is a sufficient level of trust between your two agencies.

6.      Is committed to making the environmental review process a timely one while ensuring environmentally sound projects.

7.      Is willing to compromise.

8.      There is a sufficient level of communication between your two agencies.

9.      Is committed to protecting the environment. (Resource only)

Is committed to improving the environment. (Asked in 2003, Resource only)

10.  Is committed to Transportation improvements. (Transportation only)

 

Comparing data received in 2003 with data received this year, an evaluation of the overall general perception between agencies, by both Resource and Transportation Reviewers can be estimated. In essence, the overall general perception between agencies, by Resource Reviewers was higher than that of Transportation Reviewers. Other items of interest include:

 

·        The overall, general perception of sister agencies in one region for one group (i.e., Resource, Region 1) did not necessarily reflect the overall, general perception of sister agencies in that region by the other group (Transportation, Region 1).

·        Among Resource Reviewers, there was no one region that rated the general perceptions of their sister agencies higher than other regions; while Transportation Reviewers in Regions 5 rated their general perceptions of sister agencies higher than other Transportation Reviewers.

·        The largest change over 2003 occurred with Transportation Reviewers in Region 3 and the question of whether their sister agency cared about their agency&146;s mission (from 15% to 51% top two box, a 36-percentage-point increase).

·        The largest change over 2003 among Resource Reviewers was in Region 2 and the question of whether or not their sister agency had competent staff (from 36% to 93% top two box, a 57-percentage-point increase).

 

 

 

 

 


Tables 7 and 7a show the percentage of Reviewers who agreed with the survey item listed for Resource and Transportation. Specifically, the tables show what percentage of respondents who &147;Somewhat Agreed&148; as well as the percentage of respondents who &147;Strongly Agreed&148;.

Understands Your Agency&146;s Mission________________________________________

 

Resource: Large changes of more than 10% were seen among Resource Reviewers in Regions 2, 3, 7, 8, and 9. Increases in the top two box responses were seen in Region 2 (from 45% to 82% top two box, a 37-point increase), Region 3 (from 75% to 86% top two box, an 11-point increase), ,Region 7 (from 67% to 77% top two box, a 10-point increase), Region 8 (from 40% to 70% top two box, a 30-point increase), and Region 9 (from 45% to 65% top two box, a 20-point increase). Overall, Region 3 Resource Reviewers gave the highest top two box score with 86% saying their sister agency: Understands your agency&146;s mission.

 

Transportation: Large changes of more than 10% were seen among Transportation Reviewers in Regions 3, 5, 6, 7, 8, and 10. Increases in the top two box responses were seen in Region 3 (from 52% to 70% top two box, a 28-point increase), Region 5 (from 55% to 80% top two box, a 25-point increase), Region 6 (from 58% to 69% top two box, an 11-point increase), Region 7 (from 59% to 74% top two box, a 15-point increase), Region 8 (from 58% to 72% top two box, a 14-point increase), and Region 10 (from 58% to 76% top two box, an 18-point increase). Overall, Region 5 Transportation Reviewers gave the highest top two box score with 80% saying their sister agency: Understands your agency&146;s mission.

 

 

Summary: Overall, Resource Reviewers did not indicate higher levels of agreement with understands your agency&146;s mission than their sister agency Transportation Reviewers. The most divergent regions were Regions 2, 3, and 10. Region 2: 61% of Transportation Reviewers indicated some level agreement vs. 82% of Resource Reviewers. Region 3: 70% of Transportation Reviewers indicated some level agreement vs. 86% of Resource Reviewers. Region 10: 76% of Transportation Reviewers indicated some level of agreement vs. 53% of Resource Reviewers.

Resource: Large changes of more than 10% were seen among Resource Reviewers in all of the regions with the exception of Region 3. Decreases in the top two box responses were seen in Region 1 (from 70% to 53% top two box, a 17-point decline) and Region 9 (from 50% to 36% top two box, a 14-point decline). Increases in the top two box responses were seen in Region 2 (from 18% to 69% top two box, a 51-point increase), Region 4 (from 50% to 63% top two box, a 13-point increase), Region 5 (from 32% to 70% top two box, a 38-point increase), Region 6 (from 39% to 51% top two box, a 12-point increase), Region 7 (from 50% to 63% top two box, a 13-point increase), Region 8 (from 41% to 68% top two box, a 27-point increase), and Region 10 (from 29% to 40% top two box, a 21-point increase). Overall, Region 5 Resource Reviewers gave the highest top two box score with 70% saying their sister agency: Cares about your agency&146;s mission.

 

Transportation: Large changes of more than 10% were seen among Transportation Reviewers in Regions 1, 3, 5, 7, and 9. Increases in the top two box responses were seen in Region 1 (from 52% to 66% top two box, a 14-point increase), Region 3 (from 15% to 51% top two box, a 36-point increase), Region 5 (from 38% to 69% top two box, a 31-point increase), Region 7 (from 38% to 50% top two box, a 12-point increase), and Region 9 (from 23% to 37% top two box, a 14-point increase). Overall, Region 5 Transportation Reviewers gave the highest top two box score with 69% saying their sister agency: Cares about your agency&146;s mission.

 

Summary: Overall, Resource Reviewers indicated higher levels of agreement with cares about your agency&146;s mission than their sister agency Transportation Reviewers. The most divergent regions were Regions 1, 2, 4, 7, and 8. Region 1: 66% of Transportation Reviewers indicated some level agreement vs. 53% of Resource Reviewers. Region 2: 47% of Transportation Reviewers indicated some level agreement vs. 69% of Resource Reviewers. Region 4: 49% of Transportation Reviewers indicated some level agreement vs. 63% of Resource Reviewers. Region 7: 50% of Transportation Reviewers indicated some level agreement vs. 63% of Resource Reviewers. Transportation: Large changes of more than 10% were seen among Transportation Reviewers in Regions 1, 2, 3, and 5. Decreases in the top two box responses were seen in Region 1 (from 91% to 69% top two box, a 22-point decline). Increases in the top two box responses were seen in Region 2 (from 67% to 84% top two box, a 17-point increase), Region 3 (from 61% to 84% top two box, a 23-point increase), and Region 5 (from 81% to 96% top two box, a 15-point increase). Overall, Region 5 Transportation Reviewers gave the highest top two box score with 96% saying their sister agency: Is committed to doing quality work.

 

Summary: Overall, Resource Reviewers did not indicate levels of agreement with is committed to doing quality work that were dramatically different than their sister agency Transportation Reviewers. The most divergent regions were Regions 5 and 10. Region 5: 96% of Transportation Reviewers indicated some level agreement vs. 79% of Resource Reviewers. Region 10: 73% of Transportation Reviewers indicated some level of agreement vs. 63% of Resource Reviewers.

Summary: Overall, Resource Reviewers indicated slightly higher levels of agreement with there is a sufficient level of trust between your two agencies than their sister agency Transportation Reviewers. The most divergent regions were Regions 2, 4, 8, and 10. Region 2: 51% of Transportation Reviewers indicated some level agreement vs. 73% of Resource Reviewers. Region 4: 56% of Transportation Reviewers indicated some level agreement vs. 80% of Resource Reviewers. Transportation: Large changes of more than 10% were seen among Transportation Reviewers in Regions 3 and 5. Increases in the top two box responses were seen in Region 3 (from 26% to 43% top two box, a 17-point increase) and Region 5 (from 39% to 60% top two box, a 21-point increase). Overall, Region 5 Transportation Reviewers gave the highest top two box score with 60% saying their sister agency: Is willing to compromise.

Summary: Transportation Agencies involved in EA FONSI projects were more likely to be seen by Resource Reviewers as Committed to Protecting The Environment than were Transportation Agencies involved with EIS and CE projects. Another interesting finding was that no Resource Reviewers connected with a CE project strongly agreed that the Transportation Agency Cared About Your Agency&146;s Mission. Finally, the feeling that There is a Sufficient Level of Communication Between Your Two Agencies was higher for Resource Reviewers involved with EIS and EA FONSI projects, 30% and 34% respectively, than that of Transportation Reviewers, 21% and 19% respectively; whereas with CE projects the opposite was found. Only 19% of Resource Reviewers strongly agreed that There is a Sufficient Level of Communication Between Your Two Agencies and 27% of Transportation Reviewers strongly agreed with the same statement.
