Chapter VII: General Assessment by Managers

Respondents were asked for their overall general assessment of the sister agencies with which they worked. Transportation Managers general questions about the Resource agencies and Resource Managers were asked general questions about Transportation agencies. The following questions comprised the general assessment questions for both 2003 and 2006:

 

1.      Understands your agency&146;s mission.

2.      Cares about your agency&146;s mission.

3.      Is committed to doing quality work.

4.      Has competent staff.

5.      There is a sufficient level of trust between your two agencies.

6.      Is committed to making the environmental review process a timely one while ensuring environmentally sound projects. (Resource only)

7.      Is committed to making the environmental review process run efficiently. (Transportation only)

8.      Is willing to compromise.

9.      There is a sufficient level of communication between your two agencies.

10.  Is committed to protecting the environment. (Resource only)

Is committed to improving the environment. (Asked in 2003, Resource only)

11.  Is committed to Transportation improvements. (Transportation only)

 

Comparing data received in 2003 with data received this year, an evaluation of the overall general perception between agencies, by both Resource and Transportation Managers can be estimated. In essence, the overall general perception between agencies, by Resource Managers was higher than that of Transportation Managers. More interesting however, are the changes that occurred between specific regions.

 

·        The overall, general perception of sister agencies in one region for one group (i.e., Resource, Region 1) did not necessarily reflect the overall, general perception between agencies in that region by the other group (Transportation, Region 1).

·        Among Resource Managers, there was no one region that rated the general perceptions of their sister agencies higher than other regions of Resource Managers. However, Transportation Managers in Region 5 rated their general perceptions of their sister agencies higher than other regions of Transportation Managers.

·        The largest change noted by Transportation Managers was in Region 3 regarding whether or not their sister agency cared about their agency&146;s mission (from 15% to 51% top two box, a 36-percentage-point increase).

·        The largest change noted by Resource Managers was in Region 2 dealing with whether or not their sister agency had competent staff (from 36% to 93% top two box, a 57-percentage-point increase).

 

 

 

Tables 8 and 8a show the percentage of Managers who agreed with the survey item listed for Resource and Transportation. Specifically, the tables show the percentages of respondents who &147;Somewhat Agreed&148; and who &147;Strongly Agreed.&148;

Understands Your Agency&146;s Mission________________________________________

 

Resource: Large changes of more than 10% were seen among Resource Managers in Region 4. Increases in the top two box responses were seen in Region 4 (from 59% to 73% top two box, a 24-point increase). Overall, Regions 2 Resource Managers gave the highest top two box score with 76% saying their sister agency: Understands your agency&146;s mission.

 

Transportation: Large changes of more than 10% were seen among Transportation Managers in Regions 2, 3, 6, 7, 8, and 10. Decreases in the top two box responses were seen in Region 10 (from 54% to 41% top two box, a 13-point decline). Increases in the top two box responses were seen in Region 2 (from 36% to 57% top two box, a 21-point increase), Region 3 (from 38% to 61% top two box, a 23-point increase), Region 6 (from 41% to 77% top two box, a 36-point increase), Region 7 (from 40% to 67% top two box, a 27-point increase), and Region 8 (from 45% to 62% top two box, a 17-point increase). Overall, Region 6 Transportation Managers gave the highest top two box score with 77% saying their sister agency: Understands your agency&146;s mission.

 

Summary: Overall, Resource Managers indicated higher levels of agreement with understands your agency&146;s mission than their sister agency Transportation Managers. The most divergent regions were Regions 2, 4, 5, 9, and 10. Region 2: 57% of Transportation Managers indicated some level agreement vs. 76% of Resource Managers. Region 4: 45% of Transportation Managers indicated some level agreement vs. 73% of Resource Managers. Region 5: 73% of Transportation Managers indicated some level agreement vs. 59% of Resource Managers. Region 9: 40% of Transportation Managers indicated some level agreement vs. 58% of Resource Managers. Region 10: 41% of Transportation Managers indicated some level of agreement vs. 68% of Resource Managers.

Resource: Large changes of more than 10% were seen among Resource Managers in Regions 2, 5, 7, and 8. Decreases in the top two box responses were seen in Region 2 (from 67% to 51% top two box, a 16-point decline) and Region 5 (from 48% to 32% top two box, a 16-point decline). Increases in the top two box responses were seen in Region 7 (from 39% to 60% top two box, a 21-point increase) and Region 8 (from 40% to 58% top two box, an 18-point increase). Overall, Regions 7 Resource Managers gave the highest top two box score with 60% saying their sister agency: Cares about your agency&146;s mission.

 

Transportation: Large changes of more than 10% were seen among Transportation Managers in Regions 3, 5, 6, 7, and 9. Decreases in the top two box responses were seen in Region 5 (from 50% to 39% top two box, an 11-point decline). Increases in the top two box responses were seen in Region 3 (from 15% to 39% top two box, a 24-point increase), Region 6 (from 37% to 55% top two box, an 18-point increase), Region 7 (from 32% to 43% top two box, an 11-point increase), and Region 9 (from 20% to 30% top two box, a 10-point increase). Overall, Region 6 Transportation Managers gave the highest top two box score with 55% saying their sister agency: Cares about your agency&146;s mission.

 

Summary: Overall, Resource Managers indicated higher levels of agreement with cares about your agency&146;s mission than their sister agency Transportation Managers. The most divergent regions were Regions 2, 3, 4, 7, 8, and 9. Region 2: 40% of Transportation Managers indicated some level agreement vs. 51% of Resource Managers. Region 3: 39% of Transportation Managers indicated some level agreement vs. 58% of Resource Managers. Region 4: 15% of Transportation Managers indicated some level agreement vs. 59% of Resource Managers. Increases in the top two box responses were seen in Region 1 (from 74% to 85% top two box, an 11-point increase), Region 4 (from 59% to 83% top two box, a 24-point increase), Region 8 (from 65% to 84% top two box, a 15-point increase), and Region 10 (from 59% to 73% top two box, a 14-point increase). Overall, Regions 7 Resource Managers gave the highest top two box score with 86% saying their sister agency: Is committed to doing quality work.

 

Transportation: Large changes of more than 10% were seen among Transportation Managers in Regions 3, 4, 7, and 8. Decreases in the top two box responses were seen in Region 3 (from 77% to 61% top two box, a 16-point decline), Region 4 (from 82% to 58% top two box, a 24-point decline), and Region 8 (from 88% to 76% top two box, a 12-point decline). Increases in the top two box responses were seen in Region 7 (from 64% to 78% top two box, a 14-point increase). Overall, Region 5 Transportation Managers gave the highest top two box score with 94% saying their sister agency: Is committed to doing quality work.

 

Summary: Overall, Resource Managers indicated higher levels of agreement with agency is committed to doing quality work than their sister Transportation Managers. Substantial differences were noted between Transportation and Resource Managers in every region except for Regions 7 and 8.

Increases in the top two box responses were seen in Region 6 (from 70% to 83% top two box, a 13-point increase), Region 7 (from 44% to 64% top two box, a 20-point increase), and Region 8 (from 63% to 73% top two box, a 10-point increase). Overall, Region 6 Transportation Managers gave the highest top two box score with 83% saying their sister agency: Has competent staff.

 

Summary: Overall, Resource Managers indicated higher levels of agreement with is committed to doing quality work than their sister agency Transportation Managers. Substantial differences were noted between Transportation and Resource Managers in every region except for Regions 5, 6, and 8 where the differences between Transportation and Resource Managers were shown to be less than 10 points.

Decreases in the top two box responses were seen in Region 1 (from 70% to 45% top two box, a 25-point decline), Region 2 (from 71% to 41% top two box, a 30-point decline), Region 3 (from 65% to 47% top two box, an 18-point decline), and Region 10 (from 43% to 32% top two box, an 11-point decline). Overall, Regions 7 Resource Managers gave the highest top two box score with 75% saying their sister agency: There is a sufficient level of trust between our two agencies.

 

Transportation: Large changes of more than 10% were seen among Transportation Managers in Regions 1, 2, 6, and 8. Decreases in the top two box responses were seen in Region 1 (from 57% to 43% top two box, a 14-point decline) and Region 2 (from 44% to 30% top two box, a 14-point decline). Increases in the top two box responses were seen in Region 6 (from 41% to 70% top two box, a 29-point increase) and Region 8 (from 48% to 59% top two box, an 11-point increase). Overall, Region 6 Transportation Managers gave the highest top two box score with 70% saying their sister agency: There is a sufficient level of trust between our two agencies.

 

Summary: Overall, Resource Managers indicated higher levels of agreement with is committed to doing quality work than their sister agency Transportation Managers. Substantial differences were noted between Transportation and Resource Managers in every region except for Regions 1, 5, and 8 where the differences between Transportation and Resource Managers were shown to be less than 10 points.

Decreases in the top two box responses were seen in Region 5 (from 56% to 35% top two box, a 21-point decline). Increases in the top two box responses were seen in Region 6 (from 33% to 50% top two box, a 17-point increase), and Region 9 (from 10% to 23% top two box, a 13-point increase). Overall, Region 6 Transportation Managers gave the highest top two box score with 50% saying their sister agency: Is willing to compromise.

 

Summary: Overall, Resource Managers indicated higher levels of agreement with is willing to compromise than their sister agency Transportation Managers. The most divergent regions were Regions 1, 3, 4, 7, 9, and 10. Region 1: 35% of Transportation Managers indicated some level agreement vs. 63% of Resource Managers. Decreases in the top two box responses were seen in Region 2 (from 70% to 46% top two box, a 24-point decline) and Region 3 (from 73% to 38% top two box, a 35-point decline). Overall, Regions 4 and 8 Resource Managers gave the highest top two box score with 69% saying their sister agency: There is a sufficient level of communication between your two agencies.

 

Transportation: Large changes of more than 10% were seen among Transportation Managers in Regions 2, 3, 4, 5, 6, and 10. Decreases in the top two box responses were seen in Region 2 (from 70% to 43% top two box, a 27-point decline), Region 3 (from 73% to 49% top two box, a 24-point decline), Region 4 (from 69% to 38% top two box, an 11-point decline), and Region 10 (from 55% to 36% top two box, a 19-point decline).
