Even though Alternative A does not impact any recreational elements, it is still considered a minimization alternative. Avoidance alternative cannot impact any portion of the Section 4(f) resource. Alternative B completely avoids the park and, therefore, may be considered an avoidance alternative. Impacts to additional resources, other than Section 4(f), must be considered in order to determine if the avoidance alternative is prudent.
