| 4. If any adverse effects, identify measures to resolve adverse effects | Identify measures to mitigate adverse impacts resulting from selected alternative |
| Execute MOA formalizing measures to resolve adverse effects | Approve EA/Finding of No Significant Impact (FONSI) after MOA is executed |
