Webinars on Environmental Impact and Related Procedures and Section 4(f) (23 CFR 771/774) Final Rule
FHWA and the Federal Transit Administration (FTA) jointly conducted three webinars to inform FHWA and FTA project sponsors and Federal/State resource agency partners of the changes to 23 CFR 771 (Environmental Impacts and Related Procedures) and 23 CFR 774 (Parks, Recreation Areas, Wildlife and Waterfowl Refuges, and Historic Sites (Section 4(f)). The final rule updating 23 CFR parts 771 and 774 was published in the Federal Register on October 29, 2018 and became effective on November 28, 2018.
The final rule updates the FHWA and FTA regulations implementing the National Environmental Policy Act (NEPA) and Section 4(f) requirements (23 CFR parts 771 and 774) to reflect the changes made by the Moving Ahead for Progress in the 21st Century (MAP-21) Act and the Fixing America’s Surface Transportation (FAST) Act to those programs. The final rule also adds the Federal Railroad Administration (FRA) to both regulations.
