Each of the following case studies summarizes the experience of a state or metropolitan area that implemented the PEL approach to transportation decision-making. The case studies document why and how change was achieved, some of the challenges encountered, and a few lessons learned. The table identifies key PEL implementation categories that each case study addresses.

Integrated planning involves coordinating long-range and corridor transportation
plans with the conservation and resources management plans developed by
Federal and State resource agencies. Integrated planning also promotes the
involvement of resource agencies in the transportation planning process.

their standard business processes. Integrating PEL concepts into agency
procedures is an effective strategy to institutionalize the approach.
Interagency agreements can foster the early and continuous involvement of
environmental, regulatory, and resource agencies in the transportation

to implement the PEL approach.
