The Stochastic Empirical Loading and Dilution Model (SELDM)—The Stochastic Empirical Loading and Dilution Model (SELDM) is now the FHWA stormwater model for assessing potential impacts of roadways on receiving waters and aquatic ecosystems. SELDM calculates the risk of exceeding water-quality criteria with and without user-defined BMPs. SELDM also is the FHWA-sanctioned method for calculating highway-runoff contaminant loads in Total Maximum Daily Loads analyses.

Section 4(f) Tutorial—This tutorial is designed to help transportation professionals and other interested individuals understand the fundamental requirements of Section 4(f), which provides for consideration of park and recreation lands, wildlife and waterfowl refuges, and historic sites during transportation project development.

Section 106 Tutorial—This tutorial is designed to help transportation professionals and other interested individuals understand the fundamental requirements of Section 106 of the National Historic Preservation Act of 1966 (NHPA). The Process laid out by Section 106 and its implementing regulations seeks to accommodate historic preservation with the needs of Federal undertakings.

INPCT—The Interagency NEPA & Permitting Collaboration Tool (INPCT) is an updated version of eNEPA. INPCT is a web-based collaboration tool designed to aid project managers and teams throughout the NEPA process for surface transportation projects. INPCT provides a centralized platform to manage the development of environmental documents and to support real-time collaboration and concurrent reviews among State and Federal agencies. INPCT can also help users manage project timelines consistent with One Federal Decision reporting requirements and integrates with FHWA’s Project and Program Action Information System (PAPAI).

EJSCREEN—This tool maps and screens environmental justice indicators using a nationally consistent dataset and approach. EJSCREEN provides a way to display publically-available data and includes a method for combining environmental and demographic indicators into EJ indexes.
